This time, I’m discussing four campground options, because each one is epic, I i’ve stayed at all four & I breakdown why you would want to stay or avoid each of these campgrounds…
Sibley Lake Campground… (Tongue River Trails)

If I were to camp in the Bighorn’s again, Sibley Lake is where I would go. The Campground is off the charts in every way. With access to the Tougne River area trails, which are better than the Ranger Creek area (too rugged), The layout and amenities, everything about this campground is near perfect!
Shell Creek Campground (Ranger Creek Trails)

Shell Creek Campground is spectacular and one that should be experienced. However, the trails north of the Ranger Creek area are rugged, so much so in fact, that it’s a ding to this campground, on this list.
Shell Creek is so close to perfection, as a campground, but it’s on the southern end of the trail area in the Bighorn Mts, So you must travel north to get to more trails and that is where the issues are.
I tried to travel northbound and it took me most of the day to travel north toward the Red Grade Road. I realized I was not going to make it before night fall and turned back to Shell Creek Campground. While there are trails south of the campground, you are limited due the proximity of the Cloud Peak Wilderness, this is a no-access area for ohvers.
Owen Creek Campground… (Tongue River Trails)

Owen Creek Campground is… I would say the middle of the two previous campgrounds in terms of location and this campground, while very small, should be on your radar.
Owen Creek is located centrally in the Bighhorn trail system and is located right on the main trail, trail 26, Better known as, the Red Grade Road. I stayed here briefly, only issue with this campground is proximity of US Highway 14, it’s close, so you do have some traffic noise, though US Hwy 14 is not busy so it’s not that big of a deal.
Trails here are epic and Owen Creek would be my pick if your priority is both camping and off-roading due to it’s location.
Lots of elk in this area in the mornings, be aware with children.

Bighorn Mountains Trail System is blessed with lots of great campgrounds but If you want true peace, dispersed camping is the way to go. Problem is, it’s hard to find an accessible area that isn’t full of campers already. Even deep within the trails while riding, you’ll come across rvs and wonder, How the heck did they get all the way back here?! lol.
